A good deal of surface finishing work cannot start until something structural is put right first. A slab is not flat, or not sound, or does not exist yet. Split across two contractors this is where jobs stall, and where responsibility for a defect gets disputed between the trade that built the base and the trade that finished it.
The area is set out and existing surfaces or structures are removed where required. Ground conditions are checked, because what is under the surface determines the build-up. The sub-base is prepared and compacted properly, and levels and falls are set so water goes where it is supposed to rather than where it ends up.
Concrete is placed, levelled and finished to a standard appropriate to what is going on top of it. Where a resin floor is to follow, the surface finish is agreed in advance, because a heavily power-floated slab is polished closed and will need grinding open again before it will take resin. Getting that decided before the concrete goes down saves preparation cost later.
A sound, correctly finished base ready for the specified surface treatment, with the construction and the finish carried out under one contractor so there is no gap between trades and no dispute about whose responsibility the substrate is.
